The Civil Service Commission (CSC) announces the conduct of the Career Service Examination, Pen and Paper Test (CSE-PPT)
for Professional and SubProfessional Levels for CY 2022:

Note: Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and shall be closed any time before the deadline if the CSC Regional/Field Office has already reached the target number of applicants.

The following guidelines shall be observed in the conduct of the examinations:
A. OBJECTIVE
To establish a Register of Eligibles (RoE) from which certification and appointment to first and second level positions in the civil service, except those involving practice of profession and/or are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions. The RoE may also be a reference for employment in the private sector.

B. TESTING CENTERS
Applicants must communicate/coordinate with the CSC Regional Office (CSC RO), or with any of the CSC RO’s Field Offices, where they intend to take the examination regarding the Testing Centers. A complete directory of CSC Regional and Field Offices nationwide is available at the CSC website www.csc.gov.ph for reference.

C. QUALIFICATION / ADMISSION REQUIREMENTS All applicants must strictly meet the following qualification requirements:

1. Filipino citizen

2. At least 18 years old on the date of filing of application

3. Of good moral character

4. Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs

5. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and 6. Has not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination:

Note: a) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

  • Applicants holding dual citizenship under R.A. 9225 may apply for and take the examination upon presentation of original and photocopy of Certification of Retention/Reacquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.
  • Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and under existing Civil Service Law and Rules.

Civil Service Exam Documents Requirements

1. Fully accomplished application form (Download link: CS Form No. 100 Revised September 2016 ). The spaces for “Signature of applicant” and “Right Thumbmark” on the form should be left blank. These shall be accomplished in the preference of the CSC processor.

2. ID PICTURES: Four (4) pieces of ID photos printed in good quality photo paper, Passport size, colored with white background, with handwritten name tag showing the signature over printed full name format. In the photo studio, just tell that the photo is to be used for Civil Service application, they already know the specifications.

Meanwhile, here are the detailed specifications:

  • Taken within the last three (3) months prior to filing of application
  • Philippine passport picture size (4.5 cm x 3.5 cm or 1.78” x 1.38”)
  • Colored, with white background and printed on good quality photo paper
  • Must be in standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm. below the chin)
  • Must be in bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features (facial features not computer enhanced)
  • Must show the left and right ears
  • Must be taken in full-face view directly facing the camera, with neutral facial expression and both eyes open
  • Must have handwritten (not computer-generated) name tag legibly showing signature over printed full name in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

3. Original and photocopy of any valid ID containing applicants clear picture, date of birth, signature and signature of the authorized head of the issuing agency such as Driver’s License, SSS ID, GSIS ID, Philhealth ID, current Company/ Office ID, current School ID, Postal ID, BIR ID, Barangay ID, Voters ID, Valid Passport, or Police Clearance (Note: Any other ID not include in the list shall NOT be accepted.) IDs lacking information, particularly the applicant’s date of birth, should be supported by Birth Certified issued/ authenticated by the National Statistics Office or Local Civil Registrar (LCR).

4. NSO BIRTH CERTIFICATE: if the ID of the applicant doesn’t contain the birth date, he/she shall bring the authenticated birth certificate.

  • For applicants without date of birth in their I.D. card/s, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (formerly National Statistics Office) or the Local Civil Registry printed on Security Paper (SecPa).
  • For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration.

5. EXAMINATION FEE: 500 pesos

Health Declaration Form

In view of the COVID-19, situation, all examinees are required to accomplish and submit a Health Declaration Form. The said form will be posted at CSC website. The temperature field will be filled out before entering the testing venue.

Online Notice of School Assignment (ONSA)

The room assignments for the January 2022 Civil Service Exam will be posted by CSC through the Online Notice of School Assignment page.

In cases that the name is not available in ONSA, applicants may verify directly at the Regional/Field office concerned.

Bar/ Board/ Honor Graduates CSC Eligibilities

Bar examination passers given by the Supreme Court of the Philippines are automatically granted with Civil Service Eligibility.

Board Exam passers given by the Professional Regulation Commission (PRC) are also automatically granted with CSC eligibility under Republic Act No. 1080.

Honor Graduates may opt not to apply also since they are already eligible and may be granted with Honor Graduate Eligibility under P.D. 907.

Though the following are already CSC eligibles, they can always opt to take CSE if they like.

Important reminder: The acceptance of applications will be on a first-come-first-serve basis because there will be quotas for the first and second batch of applicants. If the target and quota of number of examinees has already reached, your application may no longer be accepted. Make sure to visit or call the nearest field office of civil Service Commission.

Professional and Subprofessional Eligibility

Career Service Professional Eligibility is the second appropriate level for both first and second level government positions that do not involve practice of profession and are not covered by other laws.

Meanwhile, Sub-Professional Eligibility is only appropriate for the first level government positions that do not involve practice of profession and are not covered by the other laws.
